概要 We discuss on the legislation process of a local law of Tokyo Metropolis against INKO (sexual misconduct) with minors. The new regulation was presented as a measure to counter ENJO-KOSAI activities of high school girls, which was popularized as a new problem by mass media in the mid-90s. The word, ENJO-KOSAI was supposedly coined by high school girls themselves to refer to wide-ranging activities from dating with a major or going to KARAOKE with him, to having a sexual relationship with him to get money.
